Fiscal balance beyond a single government.
A constitutional architecture that allows the State to choose its priorities democratically, while preventing it from systematically shifting the cost of present spending onto future generations.
Independent normative proposal. It does not constitute legislation in force and is not affiliated with any political party.
Fiscal discipline should not depend on who governs.
The project transforms fiscal balance into a verifiable system: higher-order rules, economic definitions, independent certification, data transparency, and predetermined consequences.
It does not prescribe what governments must spend on or which taxes they must levy. It establishes the boundary within which each government retains full freedom to determine its policies.
Expenditure Rule
Ordinary primary expenditure is linked to the compound evolution of structural fiscal revenues over a six-year window.
Sustainable Debt
A hybrid limit prevents debt and its financial cost from permanently substituting for genuine revenues.
Protection in Times of Crisis
A stabilization fund and strictly temporary emergency exceptions preserve essential functions without hollowing out the rule.
A simple rule at its core. Rigorous in its implementation.
CONSTITUTIONAL GROWTH RATE · 6-YEAR WINDOW
TC_t = max [0, (R*_t / R*_(t−6))^(1/6) − 1]
While B_t^EST > 0 or B_t^REC > 0, there is no ordinary nominal growth: expenditure remains frozen until both gaps are closed.
Emergency expenditure does not become a new permanent base.
Complete Project
The four core components form an integrated whole. The Constitution establishes the limits; the Organic Fiscal Law organizes their implementation; the Technical Annexes make the calculations reproducible; and the Integral Audit documents the stress tests.

THE PURPOSE IS NOT TO PREVENT THE STATE FROM ACTING.
It is to ensure that it can act today without mortgaging its capacity to act tomorrow.
