FINAL CROSS-AUDIT REPORT V2.1
Project Gobernar sin déficit · Closure following the integral review of the Fiscal Constitution, Organic Fiscal Law, and 14 Technical Annexes
1. Corrected Findings
The counterfactual trajectory A_t and coefficient C_t were eliminated because they depended on a hypothetical reference susceptible to methodological dispute.
The base of the recovery rule was unified: while B_t^EST>0, there is no ordinary nominal growth; the limit starts from G_t^base and does not alternate ambiguously with G_t^max.
The Organic Fiscal Law was expanded with protocols for accrual, the base, recovery, debt, financial cost, the Fund, emergency, convergence, code, and the initial inventory.
The 14 Technical Annexes were expanded to include variables, procedures, reconciliations, controls, and minimum reproducible tests.
2. Recovery Sensitivity Test
Four rules were compared: 100/0, 90/10, 75/25, and 50/50, where the first percentage is the share of the increase in revenues allocated to closing the gap and the second is the share permitted for new expenditure during recovery.
| Initial deficit | R* growth | 100/0 | 90/10 | 75/25 | 50/50 |
| 10% | 3% | 4 | 4 | 5 | 7 |
| 10% | 6% | 2 | 2 | 3 | 4 |
| 20% | 3% | 7 | 7 | 8 | 12 |
| 20% | 6% | 4 | 4 | 5 | 6 |
| 30% | 3% | 9 | 10 | 12 | 16 |
| 30% | 6% | 5 | 5 | 6 | 9 |
Conclusion: the 100/0 rule is the simplest, fastest, and most resistant to manipulation. The 90/10 rule offers little practical difference and adds a parameter. The 75/25 and 50/50 variants materially prolong the deficit. Accordingly, V2.1 adopts 100/0 as its constitutional core: a nominal freeze on ordinary growth until B_t^EST=0. Valid emergencies retain their separate regime.
3. Status
V2.1 passes the final verification of cross-references, numbering, rendering, and terminological consistency across the four documents and is closed as the definitive version of the general design for publication.
4. Final Cross-Audit
Numbering: the Constitution was verified with 102 consecutive articles, with no omissions or duplicates; the Organic Fiscal Law was verified with 121 consecutive articles, with no omissions or duplicates. The internal references examined remain within valid ranges.
Recovery consistency: it was detected that B_t^EST, because it depends on actual expenditure, could reach zero due to temporary under-execution even while G_t^base remained above R_t*. That would have allowed premature re-entry into the ordinary rule. This is corrected by incorporating B_t^REC=max(0,G_t^base-R_t*). The regime remains in force while B_t^REC>0 or B_t^EST>0 and closes only when both are zero.
Expenditure consistency: during recovery, G_(t+1)^max does not exceed G_t^base. The rule freezes authorized ordinary capacity; it creates no bank from under-execution and does not capitalize emergency expenditure or excesses.
Revenue consistency: R_t* is expressly defined on a cash-received basis, with anti-fraud temporal attribution to prevent advances from future periods, financing, or refundable resources from artificially increasing fiscal capacity.
Extreme-emergency hierarchy: the autonomous reference in the Organic Fiscal Law to a supermajority not necessarily provided for by the general Constitution was eliminated. The law now refers to the most reinforced institutional procedure applicable, in accordance with the Fiscal Constitution.
Parameters: consistency was verified for P=6; TC_t; ordinary debt at 1.50 with beta 0.60; financial cost at 0.15; Fund at 0.15/0.25; NFE_t; and the extraordinary limit at 2.10. No numerical divergences were detected among the three normative bodies after the corrections.
Anti-avoidance: the controls over perimeter, economic substance, related transactions, indirect debt, PPP/leasing, securitization, repos, guarantees, advances, emergency, no-reset, NULL, and reproducible versioning remain consolidated.
Result: no residual structural contradiction was identified that would require modification of the project architecture. Adaptations to a specific jurisdiction — amendment procedure, majorities, and institutional fit — shall be made at the time of adoption and do not alter the general proposal.
5. Closing Status
With the preceding corrections, Fiscal Constitution V2.1, Organic Fiscal Law V2.1, and the 14 Technical Annexes V2.1 are coordinated as the definitive normative package of the project for general publication. The term “definitive” refers to the general design of the project and not to its legal adaptation to a specific jurisdiction.
