TECHNICAL ANNEXES

Definitive Version 2.1 of the project · 14 annexes · Technical specification for implementation and audit

ANNEX I — Master Dictionary of Variables

R_t*: Normalized Computable Structural Fiscal Revenues. Nominal flow for the period. In an actual certification, it is measured on a cash-received basis: revenue actually collected and available, subject to anti-fraud temporal attribution; projections are separately identified by Status and never replace actual data. It excludes debt, asset sales, refundable advances, intra-perimeter resources, and non-recurring extraordinary revenues.

R_t^tot: total admissible fiscal revenues. R_t^temp: genuine but transitory subset. R_t^ref=(1/6)·ΣR_i* for the six homogeneous periods.

TC_t=max[0,(R_t*/R_(t-6)*)^(1/6)-1], applicable only outside the Recovery Regime.

G_t^ef: accrued Computable Primary Expenditure. G_t^base: validated ordinary normative base. G_t^max: applicable Constitutional Expenditure Maximum.

B_t^EST=max(0,G_t^ef-R_t*) measures the observed effective gap. B_t^REC=max(0,G_t^base-R_t*) measures the recovery gap. If either is positive, ordinary nominal growth of G_t^base is not permitted; closure requires both to be zero.

D_t: Computable Gross Public Debt. D_t^max=1.50·min[R_t*,max(R_t^ref,0.60·R_t*)]. I_t: computable financial cost; I_t^max=0.15·R_t*.

F_t=min(F_t^liq,CG_t); F_t^min=0.15·max(R_t*,R_t^ref); F_t^obj=0.25·max(R_t*,R_t^ref).

CE_t: causal incremental emergency cost. RE_t: applicable extraordinary resources. NFE_t=max(0,CE_t-RE_t).

Constitutionally locked fields: formula, percentage, period, and economic meaning. Versionable technical fields: source, format, precision, validation, and extraction method.

ANNEX II — Fiscal Perimeter and Consolidation

Apply five tests: control over relevant decisions; economic risk borne; structural dependence; explicit or implicit guarantees; and the intra-perimeter nature of transactions.

Each entity shall have ID_ENT, inclusion/removal date, grounds, control percentage, maximum exposure, and perimeter version. Material changes shall require retrospective informational reconciliation and prospective normative reconciliation.

Internal transactions are eliminated upon consolidation. The formal transfer of an entity does not exclude it if the State substantially retains losses, guarantees, or mandatory financing.

ANNEX III — Structural and Total Revenues

Classification: R1-E recurring structural; R2-T genuine transitory; R3-X extraordinary asset-related; R4-F financing; R5-I intra-perimeter.

Only R1-E is automatically included in R_t*. R2-T requires evidence of permanent recurrence before reclassification. R3-X and R4-F are never included in R_t*. R5-I is eliminated.

Advances are attributed to the corresponding economic period. Permanent statutory tax changes shall be documented without projecting as actual revenues not yet received; advance collections attributable to future periods are excluded from R_t* for the current period.

ANNEX IV — Primary Expenditure, Accrual, and Base

A service or economic acquisition received in t entails expenditure in t even if paid later. An advance without performance is an asset until receipt. Works are recognized according to verifiable physical and economic progress.

PPPs and leasing are separated into expenditure, principal, and financial cost. Capitalizations and loans are subject to tests of value received and recoverability.

Annual bridge for G_t^base: prior base + permanent changes in powers/perimeter ± certified corrections. Emergency expenditure, unlawful excess expenditure, and transitory expenditure are never incorporated.

Closing control: reconcile purchase orders, receipts, subsequent invoices, trade debt, and payments made during the first months of the following period.

ANNEX V — Debt, Refinancing, and New Money

Each material obligation shall have ID_DEBT, creditor, currency, principal, rate, indexation, guarantees, maturities, and full genealogy.

REF_t is only pre-existing principal effectively replaced. NM_t is any additional, released, or diverted portion. Prefinancing requires ID_REF, a limited window, segregation, and subsequent cancellation.

Abnormal trade debt, securitization with credit substance, repos, callable guarantees, and controlled vehicles are incorporated according to economic substance. Double counting shall be avoided when a contingency becomes debt.

ANNEX VI — Computable Financial Cost

I_t includes effective interest, discounts, premiums, mandatory fees, guarantees, financial components of PPPs/leasing, and financial indexation. Exchange-rate variation of principal modifies D_t and is not automatically I_t.

Publish gross cost, valid linked hedges, net cost, and accounting-to-fiscal reconciliation. Minimum stress: adverse interest rate, spread, exchange rate, and indexation.

ANNEX VII — Stabilization Fund

Instrument-by-instrument inventory: issuer, currency, maturity, price, haircut, availability, encumbrance, counterparty, and concentration. F_t is the lower of prudential liquidity and genuine capital.

Own or intra-perimeter assets are neutralized. Debt issued to constitute the Fund does not create CG_t. Combined market, liquidity, and fiscal-correlation stress.

Each use shall record cause, amount, authorization, and subsequent balance. Replenishment counts only real increases in F_t.

ANNEX VIII — Emergencies and Extreme Catastrophe

Mandatory sequence: cause → baseline → CE_t → RE_t → NFE_t → financing → monitoring → reconciliation → Exit_EM.

Each expenditure must demonstrate causality and incrementality. Successive declarations arising from the same cause are accumulated and do not renew limits. Extensions require new evidence and a sunset.

Subsequent reconciliation compares estimates with actuals and reclassifies excesses. An Extreme Constitutional Catastrophe uses the applicable enhanced constitutional procedure, without this annex creating new powers.

ANNEX IX — Recovery, Convergence, and Rebalancing

Deficit recovery: if B_t^REC>0 or B_t^EST>0, ordinary nominal growth of G_t^base=0. B_t^REC prevents temporary under-execution from producing an apparent closure. Increases in R_t* reduce the gap without permitting growth; decreases in R_t* likewise do not permit growth. Closure occurs only when B_t^REC=0 and B_t^EST=0 are certified simultaneously.

Illustrative sensitivity test: with an initial deficit equal to 20% of revenues and annual R_t* growth of 6%, freezing expenditure closes the gap in approximately 4 years; allowing 10% of the revenue increase to be used for expenditure also takes about 4 years; 25% takes about 5; 50% about 6. With growth of only 3%, the approximate times are 7, 7, 8, and 12 years, respectively.

Convergence of other gaps: preserve Age_CONV, initial gap, finite horizon, milestones, no-reset, no-backloading, and no-bank. Rescheduling requires a bridge between versions.

ANNEX X — Independent Fiscal Office: Governance and Procedures

Odd-numbered governing board, staggered terms, public merit-based selection, removal for cause, sufficient budget, incompatibility rules, and external audit.

The Independent Fiscal Office has access to primary sources and audit logs, certifies facts, and publishes without prior authorization. It does not set taxes, appropriations, policies, or criminal penalties.

Recharacterization: pre-existing criterion + evidence + reasons + quantification + opportunity to contest + judicial review. A dispute does not create additional fiscal space.

ANNEX XI — Data, Systems, and Certifications

Statuses: 0=known zero value; NULL=unknown; NA=not applicable; PEND=pending; EST=identified estimate. Never convert NULL to zero.

CERT=DataVersion+MethodVersion+CodeVersion+Cutoff+PerimeterVersion+Status. Each correction creates a new version and preserves the previous one.

Code tests: normal cases, zero, NULL, exact limits, extremes, redenomination, and perimeter changes. The snapshot and calculation package must reproduce each certification.

ANNEX XII — Audit, Review, and Recharacterization

Annual audit of formulas, data, perimeter, debt, Fund, emergency, recovery, and code. Enhanced sampling for related transactions and fiscal-year closing.

Every material recharacterization records the criterion, evidence, responsible party, impact, response of the entity concerned, and resolution. Maintain as-reported and restated history.

ANNEX XIII — Responsibility and Attribution Matrix

Four levels: fiscal fact; objective non-compliance; institutional responsibility; personal responsibility. An exogenous shock or inherited gap does not create automatic culpability.

A reasonable error is assessed according to diligence. Gross negligence, falsification, concealment, destruction of evidence, obstruction, and coordinated avoidance justify escalation with due process.

The Independent Fiscal Office certifies facts and refers the relevant records; the competent authority determines sanctions.

ANNEX XIV — Transition, Implementation, and Publication

Phases: inventory → six-year reconstruction → CERT_0_PRE → observations → CERT_0_DEF → initial plans → systems adaptation → close of transition.

G_0^base shall have a public bridge from observed expenditure, excluding emergency expenditure, excesses, and transitory components and incorporating only symmetric permanent adjustments. Missing data use a prudential EST, never a fictitious zero.

Minimum web publication: Constitution, Organic Law, 14 Annexes, Audit, version history, readable formulas, downloadable files, effective date of each version, and notice that this is a normative proposal.
